以上是我编写的程序。在板子上运行的结果是灯循环亮了一遍后都灭了。请问这个程序是哪里出错了呀?

用仿真器在中断里面加断点,看进中断没有,如果进去了,那就用示波器看一下你的IO口状态,你的思路不是很清晰啊,或者说你不知道中断跟主程序运行的关系。
