The 2 mA, 4 mA, and 8 mA options are provided so you can choose your power consumption and output speed.
The lower drive (2 mA) saves power (from your power supply) but provides lower frequency output pin toggling.
The higher drive (8 mA) consumes more power and provides higher frequency pin toggling.
The intermediate (4 mA) drive is a compromise between the other two extremes.
Depending upon your application, you choose the appropriate drive.
