直接原因就是的JTAG的的TCK,TDO,TMS 击穿了。对地电阻很小，接近0欧。
分析产生的这个现象的原因：
1. 带点插拔JTAG下载线，产生高压击穿；
2. 使用劣质的USB-BLASTER下载线
