你先别加.jed文件        右击看看能不能获取ID等信息    确保JTAG链路是正常的
并且能够进行读写       我经常烧写  确实没有遇到过这种情况

最有可能的是你这个JED文件和实际的器件不匹配     工具让重新添加新的配置文件

你用的是ise多少的版本？会不会14.7不支持xc95288xl
